corrections

This page logs two kinds of change. The first is a correction: something was wrong, and it has been put right. The second is a later record: something has come to light afterwards that complicates or contradicts what was written at the time. In that case the original stands as written, and the entry says what has since emerged and where to read it. Where it warrants it, the matter will usually be taken up and written about here in time. That does not always happen straight away, and sometimes not at all, so the entry is the record either way.

It covers what is published here, and also what has been filed elsewhere: letters and submissions to the Municipality, the Islands Trust, the health authority, provincial bodies and committees. There is often no way to correct a document once it has been filed, and no place where such a correction would be recorded. So it is recorded here. Newest first. Each entry gives the date, what it concerns, and what changed.

28 September 2026re: June 15 2026 submission to Bowen Council · later record

My submission of 15 June 2026 examined a claim the rezoning application rested on: that this water system met Vancouver Coastal Health requirements. Among other things I set out a water quality advisory VCH had issued for that system on 28 May 2026.

On 17 June, two days after I sent it, VCH attended and rescinded that advisory. By the time my submission was read, an advisory it described was no longer in force.

I recorded that at the time, with what VCH’s own inspection report of 17 June shows: no staff present, a new chlorinator installed and producing chlorine, chlorine above target, and a test kit holding reagent that expired in 2024. An advisory lifted at the point new equipment is running is not a record of stable operation, which was what the compliance claim turned on.

The deeper problem is older, and remains the case. The construction permit’s approved flow diagram required UV before chlorine. The system runs chlorine before UV. The 2021 inspection certified that chain as built in substantial accordance with the approved specifications; the 2024 inspection found the same chain not consistent with the flow diagram provided for the construction permit. Both cannot be true. Either it was built wrong and passed, or it was altered without the approval the permit requires. Meanwhile no independent VCH reading has ever met the 0.7 ppm the permit sets: 0.09, 0.45, 0.64, 0.05, 0.0.

I say nothing about why the inspection happened when it did. A freedom of information request to VCH asks for its documented basis.
